What Can ZOTHEOS Do For Indigenous People And Nations?

Make knowledge useful. Follow the evidence, identify a decision that matters and prepare a next step you control. Truth, dignity and sovereignty are the standard for judging the work.

This is a practical starting point for people, families, community organizations and Nations worldwide, including people outside government recognition lists. Each community chooses its own priorities and representation. No single story, institution or workflow stands for all Indigenous peoples.

Available On This Website

Read the public Nations directory, source-linked histories and coverage gaps. Follow Nations’ own websites and official resources.

Use this guide and download its blank action brief. Explore official Theater recordings with their source and viewing notes.

Clear Boundaries

This website does not file applications, represent a Nation, determine citizenship, provide legal or financial advice, negotiate land rights or guarantee an outcome.

The guide has no upload or submission form. It does not collect your planning answers. Linked services have their own privacy rules and requirements.

ZOTHEOS is not yet advised by an Indigenous advisory circle. Inclusion and automated checks are not Nation endorsement or community consent.

The planning steps and future workflows are ZOTHEOS proposals. The cited organizations have not endorsed them.

App Workflows Are Proposed

The desktop app remains in internal testing. The Proposed App Workflow blocks below are design proposals to evaluate, not released services or proven outcomes.

Any future assistance needs verified capabilities, appropriate permission, human review and evaluation chosen with the people affected. Your decisions remain yours.

Pathway 01

Land, Water And Restoration

A serious answer to land loss begins with the outcome the affected people want. UNDRIP addresses lands and resources in Article 26, redress including restitution in Article 28, and development priorities and consent in Article 32. These standards matter alongside the particular legal system and the Nation’s own institutions.

Website Now

Begin With The Nation’s Account

Use the directory and linked histories to identify the distinct Nation and its own published priorities. Follow the original source. A map, a state label or this directory cannot establish title, a complete homeland boundary or authority to negotiate.

Work You Control

Build A Decision Brief

For a public proposal affecting land or water, record the project, responsible authority, published documents, verified deadline and the community’s authorized position. Ask which outcome is sought: return of ownership, protection of access, restoration, a decision-making agreement or another remedy. Record these separately; an invitation to advise does not itself transfer ownership.

Proposed App Workflow

Organize Evidence For Human Review

A future, tested ZOTHEOS workflow could compare public project documents, extract dated commitments and draft questions with page references. It would need to preserve uncertainty and original files. Counsel, rights holders and authorized community representatives would assess the evidence and choose the remedy.

Something You Can Prepare

A source-linked land-and-water brief with one requested decision, its decision-maker, evidence gaps and a verified next date.

Who Decides And What To Verify

  • Confirm land status, jurisdiction, who can speak for the rights holders and the current procedural rules with qualified local support.
  • Keep sensitive places and restricted knowledge out of a public brief. A website summary cannot give consent, settle title or predict a court outcome.

Pathway 02

Representation With Decision-Making Power

Indigenous people can seek influence in national and local institutions while their Nations sustain their own systems of government. UNDRIP Articles 5 and 18 recognize these distinct dimensions. More Indigenous officeholders can be a community goal; meaningful authority, accountability and chosen representation also need attention.

Website Now

Find Practical Voting Resources

For US elections, follow NARF’s voter resources for registration, identification, polling access, Native-language assistance and Tribal leaders’ guides. This site connects you to those resources; it does not register voters, endorse a party, recruit candidates or speak for a Nation.

Work You Control

Name The Decision And The Seat

Separate a public-election goal from a Nation’s own governance process. For the issue you choose, identify the council, school board, agency, legislature or other body with actual authority. Write the decision sought, who is affected and how representatives will report back. Verify current eligibility, deadlines and voting rules through official channels.

Proposed App Workflow

Compare Public Commitments

A proposed ZOTHEOS workflow could place published platforms, meeting records, budgets and later votes beside one another with exact citations. People would set the questions and check context. The system should not infer someone’s identity or political preferences, score a community’s loyalty or make an endorsement in its name.

Something You Can Prepare

A decision map connecting one issue to the institution that can act, the participation route, a verified date and a public accountability question.

Who Decides And What To Verify

  • National representation does not replace a Nation’s own authority or consent. Who represents a Nation is for its own procedures, not ZOTHEOS, to decide.
  • Check current election and participation requirements. This guide is nonpartisan public information, not campaign or legal representation.

Pathway 03

Recover Records And Keep The Context

Historical work becomes more useful when another person can trace a statement back to its source. The US National Archives links treaty texts with supporting correspondence, council records and catalog identifiers. Its records are one institutional perspective; a Nation’s own accounts and protocols belong in the research plan.

Website Now

Follow Facts To Their Sources

Read a profile’s Facts And Sources and its deeper history links. Notice the difference between an event year and the date the source was checked. The directory’s coverage notes can reveal missing records without turning an omission into proof that a people did not exist.

Work You Control

Make An Evidence Ledger

For each statement, record the original title, author or institution, date, URL or archive identifier, page, supporting passage and what it does not establish. Keep conflicting accounts side by side. Ask a community archive or historian how to handle names and records before making a family or collective history public.

Proposed App Workflow

Draft With Verifiable References

A possible desktop workflow could help organize a permitted document collection into an evidence table and a timeline. It would need reliable page references and checks for missing or misread text. An extracted sentence is a starting point for review; it cannot decide whether a treaty remains applicable or a legal claim succeeds.

Something You Can Prepare

An evidence ledger that separates sourced statements, interpretations, disputed accounts and unanswered questions.

Who Decides And What To Verify

  • Archives may contain colonial language, omissions and harmful classifications. Explain their context instead of adopting those labels as fact.
  • Preserve original files and record corrections. Historical rolls, ancestry research and a search result do not determine present-day citizenship or membership.

Pathway 04

Language And Culture Under Community Direction

A language project can begin with everyday learning and a community’s own goals. FPCC publishes planning, language-nest, family-learning and mentor-apprentice resources. Its FirstVoices tools support community-managed language sites. Availability of a tool or a public recording does not establish permission to copy, translate or train a model on it.

Website Now

Find Community-Led Learning

Use Nations’ own links and the FPCC resource guide to locate a suitable starting point. Read who the material is for and what reuse is allowed. This website’s translation guidance concerns public reading text; automated translation is not an authority on an Indigenous language.

Work You Control

Plan A Small Learning Project

With the relevant speakers and community authority, choose an audience, a modest learning goal and an approved set of materials. Agree on attribution, payment, access, reuse and the ability to withdraw material before recording. Choose an existing community-led resource when it already meets the need.

Proposed App Workflow

Support A Teacher-Checked Workflow

A future ZOTHEOS workflow might organize approved lesson notes or draft practice activities in a language it has been evaluated for. Fluent speakers would check every output. It must not invent translations. Any use of a person’s voice or reuse of recordings would need separate permission, applicable rights checks and speaker review.

Something You Can Prepare

A community-approved learning plan describing the audience, permitted materials, speaker review and access rules.

Who Decides And What To Verify

  • Ask which materials may be public, shared within a community or kept restricted. Do not infer a common rule across Nations.
  • Keep speaker expertise central and compensate work appropriately. A fluent-sounding model output may still be wrong.

Pathway 05

Control Over Data And Digital Work

The CARE principles connect Indigenous data governance with collective benefit, authority to control, responsibility and ethics. FNIGC describes ownership, control, access and possession through the First Nations principles of OCAP®. FNIGC is explicit that these are specifically principles of First Nations in Canada; each Nation’s own protocols remain essential.

Use the cited CARE paper and FNIGC’s own explanation before selecting a tool. These are external learning resources. ZOTHEOS has not been certified against them or endorsed by their authors. OCAP® is a registered trademark of the First Nations Information Governance Centre (FNIGC).

Work You Control

Write The Rules Before Gathering Data

Decide who authorizes collection, who benefits, who can see or change records, where copies sit, how retention works and who can stop use. Separate public research from citizenship files, health records, restricted knowledge and precise sensitive locations. Write down permitted uses and a contact route for correction or withdrawal.

Proposed App Workflow

Test A Community-Controlled Workspace

A proposed local workflow could help organize permitted material under access and retention rules that the community chooses. It would require verified security, export, deletion and network behavior. Local storage alone does not establish consent, collective control, confidentiality or protection from a compromised device.

Something You Can Prepare

A data-use agreement checklist with decision authority, purpose, access, retention, permitted reuse and an exit plan.

Who Decides And What To Verify

  • Assess the actual system, contracts and data flows before adding sensitive material. A product description is not a security audit.
  • This guide has no upload or submission form. Keep the downloaded planning brief in a location you choose; do not put private records into it for publication.

Pathway 06

Children, Families And Community Connections

NICWA explains the Indian Child Welfare Act as a US law with defined requirements for covered child-custody proceedings. Its application involves specific criteria; it is not a universal rule for every family or country. A useful guide helps someone reach the right specialist while protecting the child’s privacy.

Website Now

Reach The Original Guidance

Open NICWA’s explanation and family resources from its own site. This page provides a reading route, not case intake or an eligibility finding. A documentary can give historical context, but cannot establish what should happen in an individual proceeding.

Work You Control

Prepare For A Qualified Conversation

If a US child-welfare matter may involve ICWA, speak promptly with the child’s Tribe and a qualified attorney or legal service, as NICWA advises. Privately organize notices, dates, questions and existing case contacts. Ask how the relevant law, Tribal membership determination and current court process apply; avoid posting identifying records publicly.

Proposed App Workflow

Keep Any Draft Assistance Narrow

A possible ZOTHEOS workflow could help a person organize questions from documents they are authorized to use. It would require rigorous privacy and accuracy checks. It must not decide membership, legal eligibility, custody, placement or the best interests of a child, and it must not delay professional help.

Something You Can Prepare

A private question list and document index for a qualified adviser, with verified dates and identifying information kept out of public material.

Who Decides And What To Verify

  • Current deadlines and court instructions require qualified case-specific advice. Check local law; do not export US ICWA assumptions to another jurisdiction.
  • A family’s dignity includes control over its story. Obtain appropriate authority before sharing any record or account involving a child.

Pathway 07

Resources For Community-Chosen Futures

The Native CDFI Network describes work to strengthen Native community development financial institutions and access to capital. It includes Native American, Alaska Native and Native Hawaiian communities in its mission. A resource connection can help someone explore options; it is not evidence of eligibility, an open funding round or an affordable loan.

Website Now

Find A Relevant Starting Point

Follow the Network’s current resources and the Nation’s own published economic or education programs. Read the actual provider’s terms and service area. ZOTHEOS does not lend, award grants, verify a program’s current availability or receive financial applications.

Work You Control

Prepare A Realistic Project Brief

Define a project chosen by the people involved: a business, language program, food initiative, community facility or another need. List the budget, skills, ongoing costs, intended beneficiaries and decision authority. Compare the provider’s current criteria, obligations, fees and repayment conditions with qualified advice where appropriate.

Proposed App Workflow

Help Prepare Draft Materials

A proposed workflow could turn an approved budget and project notes into a draft narrative, a missing-information list and a source-linked comparison of published opportunities. People would verify every figure and representation. No invented impact metrics, financial promises or automatic applications belong in the output.

Something You Can Prepare

A project brief with a checked budget, responsibilities, ongoing costs, provider questions and an honest list of missing information.

Who Decides And What To Verify

  • Confirm all eligibility, cost, repayment, ownership and deadline details with the actual provider. This guide is not financial advice.
  • Ask who owns the result and carries the risk. A project should build community capacity rather than transfer control through unclear terms.

Pathway 08

Education That Keeps Evidence And Dignity Together

The public website already offers cited Nation profiles, source-linked reading and a Theater of official viewing destinations. Those are starting points for learning. Their existence does not mean every statement in a film has been independently verified or that any Nation has endorsed ZOTHEOS.

Website Now

Read Beyond A Film

Choose a profile and read its own sources alongside a relevant Theater recording. Keep the viewing type, content notes, historical period and access limits in view. Look for living community work and continuity as well as accounts of harm.

Work You Control

Create A Responsible Learning Session

Define a question and audience, choose permitted materials, and provide context and a way to step away from difficult content. Separate the source’s statement from your interpretation. Include community-authored material and correct mistakes openly. Seek the appropriate permission before using voices, artwork or cultural material in a public project.

Proposed App Workflow

Draft A Source-Checked Learning Pack

A future workflow could help prepare a reading sequence, glossary or discussion questions from material permitted for that purpose. A qualified educator and relevant community reviewers would check it. It should preserve disagreement and uncertainty rather than manufacture consensus or a single pan-Indigenous account.

Something You Can Prepare

A learning plan with one question, direct source links, viewing notes, an explanation of uncertainty and a correction route.

Who Decides And What To Verify

  • A public link is not a licence to rehost a film, imitate a voice or copy restricted knowledge. Check the publisher and community conditions.
  • Sources have limits and can change. When an account is disputed, attribute it and show what evidence remains unresolved.

Pathway 09

Worldwide Rights, Local Routes

UNDRIP offers a worldwide rights framework, including cross-border relationships in Article 36. Practical routes vary by place. The UN’s legal commentary discusses its influence and relationships with other law; a declaration, a domestic statute, a treaty and a court judgment should not be treated as interchangeable.

Website Now

Start With The Right People And Place

Use worldwide directory navigation to find the distinct people, Nation or representative organization. Then read its own sources. Country and region labels help browsing; they do not define identity, exclusive homelands or who may speak for a community.

Work You Control

Find The Applicable Process

Identify the decision, the relevant jurisdiction and the community-authorized institution or adviser. Ask which domestic, regional, treaty or international process is actually available, with what requirements and risks. A general rights statement does not by itself establish an enforceable remedy, an admissible complaint or a guaranteed response.

Proposed App Workflow

Compare Without Flattening Differences

A proposed ZOTHEOS workflow could compare public accounts across borders while retaining original language, dates and separate legal contexts. It would need reviewed translations and local expertise. It should not turn another Nation’s agreement, legal status or practice into a universal template.

Something You Can Prepare

A jurisdiction-and-process map with the community’s chosen objective, applicable sources, adviser questions and a verified next step.

Who Decides And What To Verify

  • Confirm the current rules and the authority of any representative or intermediary. This page does not submit complaints or conduct outreach.
  • Check translation and local terminology with people qualified to interpret them. Recognition categories do not exhaust the world’s Indigenous identities.

Pathway 10

Make Repair Specific And Accountable

A practical proposal for repair should say what changes, who decides, who pays and how the affected people judge the result. The planning method below is a ZOTHEOS proposal for organizing work. It is not an agreement by a Nation, a legal remedy or evidence that any promised benefit has happened.

Website Now

Use The Brief And Show The Gaps

Download the plain-text action brief from this page. Choose one chapter and fill the blank fields in a place you control. The directory’s coverage report and corrections route can help you identify missing public information. This page does not collect your answers.

Work You Control

Ask For A Concrete Commitment

For a proposal you are authorized to advance, name the requested change, responsible institution, resources, consent process, milestone and correction route. Examples to evaluate include a community-directed language budget, a documented access commitment or an agreed land-restoration process. Keep compensation, ownership, representation and service delivery distinct; the affected rights holders decide what is acceptable.

Proposed App Workflow

Track Promises Against Evidence

A future workflow could compare a public commitment with dated records of what followed. People would choose the measures and decide whether publication is appropriate. A polished report, a meeting or a positive sentiment score must not be substituted for a demonstrated change in authority, access or conditions.

Something You Can Prepare

A community-directed commitment record: requested change, authorized decision-maker, resources, evidence, review date and a way to correct or stop.

Who Decides And What To Verify

  • Agree on what would count as progress and what would trigger revision or stopping. Record actual observations and uncertainty; do not invent participation, consent or outcomes.
  • For allies and institutions: ask what support is wanted, resource the work fairly and accept refusal. The guide is not a mandate to initiate a project in someone else’s name.
